7 DAYS AND 5 HOURS IN A WEEK AT THE BORDER OF LEBANON AND ISRAEL


The hot Conflict between Lebanon and Israel has been starting since 1978 for a long about 30 years. The last booming conflict is 34 days war in south Lebanon at 2006. It damaged a thousand civilian dead from each other, and more building ,public facilities broken after that. The United Nation’s(UN) as a world country reseprentative has capabilities to take over all problem in this area.
The security council of UN give the mandate to all participant country for doing peace keeper operation in to area. At 11 august 2006 UN create resolutions 1701 for this manner. The new group as the part of UNDPKO was built to tak over the security in south Lebanon. It’s called UNIFIL ( United Nations Interim Force in Lebanon) compilation of all department from about 14 country from security council of UN member. It’s mission kept security from any violation and hostile in south Lebanon especially along border of Lebanon and Israel. It’s well known as Blue Line, the permanent line built a long 150 km as border to separate for two conflict party.
Indonesia as one of security council member and adapted the fundamental law 1945 that one our mission is join together to make peace in the world without anyone disturb. Our country sent the peace keaper contingent at 2006 to Lebanon join with UNIFIL. The contingent well knowns as “GARUDA”, the troops consist of 3 service from Indonesian army. They selection come from all part around Indonesia, in a while they put all symbol and the proudly to wear same atributhe blue barret and garuda on their uniform.
In November 2010 indonesia sent again our contingent to join with UNFIL, they known as GARUDA XXIII-E on duty for along a year. We located in Adhsit Al Qusayr a part of south Lebanon closed to BLUE LINE. Our main mission is to keep environment free from any hostile and nothing significant happen a long Blue Line that it can provocate any bigger escalation among them.
We conduct patrol a long a day and night also other activity for reached our mission. One of operation activity do a long the patrol it’s monitoring all of air violation that will be conducted by two parties. The person who responsibilty to do that is BALO “battalion Air Laisson Officer, the officer as branch of operation officer. Main task order is report all air violation in air space along the border to supper ordinate. In the conflict area all of any escalation or activity can provocate higher escalation become worse.
Mainwhile many task become responbility of BALO. According to Air Operation Of UNIFIL SOP refferences, we can run down the main task of BALO are to establish the procedure to request a flight, CASEVAC/MEDEVAC, define the responsibilities of each battalion regarding helipads in their AO, and allocate and coordinate the employment of UNIFIL Air assets inside the area .
Typical missions carried out by UNIFIL aircraft may include, but are not limited to the following. They are conducted in the order of priority listed:

SEARCH AND RESCUE RESPONSE (SAR) IMMEDIATE
VIPS AND PRIORITY PASSENGERS REQUIRED FC (HEAD OF MISSION)/CAO APPROVAL
RESUPPLY/CARGO/RECONNAISSANCE ROUTINE
MEDICAL EVACUATION (MEDEVAC) ROUTINE
TRAININGS AND EXERCISES FOR UNIFIL UNITS ROUTINE
PASSENGERS ROUTINE
WELFARE ROUTINE

Knowing that there are two different types of flights (Scheduled or Unscheduled flights, the last ones called Special Flights too), the request for one flight must take on account these points:

a. The Scheduled flight, previously approved by CAO (Chief Air Operations), will carry out the air mission requests (Recce, Transport, Cargo, etc.) submitted by different units if it is possible.

b. The Unscheduled or Special flights will proceed as Scheduled flights do regarding how to request an air mission request and its approval. These Unscheduled flights are requested to transport VIP personnel, civilians from ONU, journalists, special recces, etc.
