THE WARIOR OF BLUE LINE

1. PRILIMINERY
Indonesia as part of world community have startegic role to become an important actor especially to realize peace and prosperity around the world. It shown with joining of indonesia as 60th United nation member on 28th september 1950 which it also manifested of founding father vision. This vision written on 4th part preambule of 1945 constitution of republic of indonesia “and to contribute to the implementation of a world order based on freedom, lasting peace and social justice”. One kind of tangible manifestasion from it is participate of indonesia armed force as peace keeper around the world.
Since 1957 indonesia especially armed force have been participate on peace keeper around the world. One of the mission take part on south of lebanon. They was delivered to keep stabilty and maintain security in the boundary of lebanon which direct abut with israel. This mission created by reason of enormous conflict between two neighboor country in the end of 2006. As consequence of invasion of israel to lebanon, as the ending sequence of conflict they must withdraw all force from lebanon area. For all activity United nation with UNIFIL as sub ordinate got duty to monitoring and maintainaing stability in the border. The main area which become most important concern is blue line area.
Indobatt (indonesia battalion) as part of UNIFIL got responsibilty to occupied along 7.5 km of Blue line. In spite of only 7.5 km but this area categorized as hotest spot in UNIFIL Area of responsibilty. As evidence in the 3 august 2010, there was clash fire between lebanon and irael happened. And nearly every day there are happen many of provocation and another activity from both side which can inreasing the tention among them.
2. DUTIES AND RESPONSIBILITIES OF INDOBATT
Since 2006 indonesia have been dispatched one mechanized battalion as part of UNIFIL member to become peace keeper in south of lebanon. They be on duty to applicated UN resolution “UNSCR 1701”, adopted it the indobatt mission are Indobatt will ensure that its sector is not utilized for hostile activities of any kind, supporting the laf in estabilishing stability and security within the sector, in order to prevent recurrence of hostilities and guarantee a safe and secure environment. The global mission have elaborated to the specific activity adjusted with condition and current situation actually on teh ground.
Indobatt have arrange some activity to carry on the mission. They conduct all activity related with all UNIFIL order as super ordinate. All kind activity must be reported and scheduled to UNIFIL which in this way Sector East responsibilities about it. Indobatt got authority to conduct mission in the area around of 46 km2 . The fullfill the mission for ensure the sector free from hostile and another activity which can stimulated it become the worst effect, indobatt conduct patrol and observation as main duty. Furthermore many activity have been conducted to supprt the mission for this example social activity, culture and the other.
The patrol and Observation conducted to goal the mission and must be covered all area without any part lost from observation. Furthermore all area is important but the main concern was concentrated around hot spot area. Indobatt has many hot spot area esspecially along the blue line.











3. HOT SPOT IN INDOBATT AREA OF RESPONBILITY
Related the mission to maintain the stability and to prevent the area secure from any hostile, main concern which fallen from UNIFIL was maintain condition along the Blue Line. Althought in fact all area is important and must be covered all but as point of view the Blue Line become main concern. Before we disscused deeply, it necessary if we know the meaning of Blue line, it figured the imaginary of line as mark boundary of israel withdrawn after they invation to lebanon side. The UNIFIL have released the new list of hot spot in UNIFIL AOR and Indobatt has one of it. It describe as the hostes spot in UNIFIL area. Indobatt have blue Line along 7.5 km streght from BP 34 until Panorama point. This duty to occupied this area for indobatt seen as chalenge to contribute for succesfull the mission. The hot spot in indobatt AoR can be categorized as follow:
a. TP-35 it located on UTM grid 737238-681013 the distance is 24 meter from blue line and 144 meter from technical fence. The point only seperate with concrete block as the border to both side. The vulnerability from this area are many civillian from lebanese side come to take picture or another and some time this activity can provoke both side and finally stimulated increasing escalition. The lastest incident was when IDF armoured vehicle come out from technical fence and stayed near the border, simultanely lebanesse armed force came to spot and they pointed their machine gun to each ather. But because the perfect and fastly take action, it can be solve properly.
b. Flag Point it located on UTM 737807-682715. This place stayed beside the main road which junction from south part to north part of lebanon. It’s to be trouble area because if according to UN map it stayed inside the blue line but since the first time this place used by public facilities. In fact it’s only park with established three flag pole, ussully it used to raise the flag from lebanesse palestine and also the political partie flag from lebanon. The most worried incident is when some people who came to the place and stayed for while ussually only for tourism but in the other wise they provoke situation with the bad behauvior. When Israel patrol cross their place the people conduct the provoke action, they thrown the stone, yel something, raise the banner and another bad activity. Maybe it’s simple activity but the effect can be worst and unpredictable. Remembered on 3 august when in this location there ceas fire between both side happen. And some troop from both side killed and also wounded. So it’s to be reasonable if UNIFIL fill inside this place as the hot spot list in UNIFIL area.
c. Panorama Point it located on UTM grid 738079-682842 from all hot spot in the UNIFIL Area of Resonsibility maybe this place is the most famous for all people.it’s mean for unifil or people of lebanon as generally. Panorama is known as the favourite tourism destination in the south of lebanon. It stayed not far from flag point similar with this. It’s a public park on the up level the legth nomore than 30 meter. Why is so popular because from this place visitor can see the magnificient view of apple garden in lowland under the place, beside that we can see in the far distance the beauty of gollan plateau. It’s very interested from visitor, ussually they came when summer come and it would be crowded on holiday started. The vulnerability from this place similar with the flag point. But it more complicated because to many visitor come and from many countries they come.

4. TAKEN ACTION

As mentioned before that the main duty to implemanted UN mission are conduct patrol and observation which all goal is prevent all hostile happen in Area of Responbilities. Furthermore like that to anticipate unpredictable incident occured especially in hot spot area some action must be midificated to answered the challenge. Some tken action as follow:

a. Patrol and Observation Post. Indobatt conducted patrol and observation post a long blue line and sensitive area. They arrange and modificated some routine patrol which one mission to covered all area and monitored during 24 hours. So if any unussual activity happen they can overcome and take action fastly. In fact SECTOR EAST as superordinate have been given directive and task order. It’s task order publish every day and for consequence the carry out of the activity must be reported completed with final resume. Particularly indobatt delpoy several observation post along blue line consist of:















1) PmOp (Permanent Observation Post) OP-16 . Indobatt occupied 24 hours during night and day, the strength are 1 apc and 6 personel. This post monitored all area near the blue line and technical fence from blue line violation and armed hunter activity which can provoke and stimulated the hostile.

2) TmOp (Temporary Observation Post) B-78. . Indobatt occupied 12 hours during the day, the strength are 1 apc and 6 personel. This post monitored all area near the blue line and technical fence from blue line violation and another unussual activity which can provoke and stimulated the hostile.

3) TmOp (Temporary Observation Post) XB-9. Indobatt occupied 12 hours during the day, the strength are 1 APC (armoured personel carrier) and 6 personel. This post monitored all area near the blue line and technical fence from blue line violation and armed hunter activity which can provoke and stimulated the hostile.

4) PmCKP ( Permanent Check Point) TP-37. Indobatt joined with LAF (lebanesse armed force) conducted the joined check point. It occupied 24 hours during night and day, the strength are 1 APC and 8 personnel. This post monitored all area around the technical fence and blue line. For the additional job is assitance LAF to checked all movement who cross the road as sequence this road become a main road who connected north part with south part of lebanon.

5) TmOp (Temporary Observation Post) Flag Point. . Indobatt occupied 12 hours during the day, the strength are 1 apc and 6 personel. This post monitored all area near the blue line and technical fence from blue line violation and another unussual activity which can provoke and stimulated the hostile.

6) TmOp (Temporary Observation Post) Panorama Point. Indobatt occupied 12 hours during the day, the strength are 1 apc and 6 personel. This post monitored all area near the blue line and technical fence from blue line violation and another unussual activity which can provoke and stimulated the hostile.

In addition to established observation post, indobatt also conduct patrol which covered and monitored all area of blue line for 24 hours. It conducted by mobile patrol or foot patrol for area with extrem tophographic condition.

b. Modificated of concept operation. Indobatt learned from experience and socio cultural condition of local people include the culture and behaouviour made as new modificated of concept operation. It’s mean the concept must be appropriate with local so the society can receive their presence as mandatory requirement for succesful mission. The concept operation are:

1) Low profile. Generally it’s mean when conduct patrol and another activity related task order daily, all personel must be shown the low profile dissappear for while the military postur. For example when conducted patrol the machine gun on the vehicle must be covered, for patrol by foot they must carry the rifle with defense style not be offensive style. It’s all conducted due to a traumatic war syndrome for some of local population because a long time war which have been suffered by them.
2) Low visibility. It’s way taken because some of local people refused several tool, equipment and another which can cause remembered of their mind about the worst experince during war. So during conductd the war the personnel must be avoid utilization of military device like Map, Gps, Radio or another tools. They only allowed use inside the vehicle or hidden place which can’t monitored by local population.
3) Smile and salam. This way is one of special or can be said unique characteristic of indonesian troop. Smile and salam, all troop when they conduct activity like patrol, movement or another activity who cross and meet the local the first action that must be done are smile and salam. With smile local people can appriciate that they got rave. For salam, this trearthment come from origin culture of indonesian that when we meet with another we must say salam. It’s mean we respect with another and also otherwise.

c. Reinforcement and redployment. This program adopted and coordination with SECEAST, it’s will be conducted if deemed needed. When incident or increasing escallation occured Indobatt always ready to sent the reinforcement and redployment of troop in the spot. Indobatt have BMR (battalion mobile reverse) who can ready and to be stand by in spot no more than 10 minutes. Morever we have QRT (quick reason time) who ready no more than 5 minutes. It’s all established when unpredictable incident happen. For predictable incident which have schedule before, we also reinforce patrol along the blue line as sensitive area to prevent undesirable incident.

d. CIMIC ( civil and military) activity. It’s a legal activity which establshed by UNIFIL to accomodate all activity from military and civillian with main purpose are assistance main UNIFIL activiity like patrol and observation, with direct fall inside the community. Most of activity are outside of military figure near with social activity. One of the purpose are guaranted for the military activity can be accepted by local population. This activity are nursing, medical assistance, liasing, developed of public facilities, socialization, culture performance and too many other activity.

5. CONCLUSION
Indobatt have some hot spot as sensitive area, it’s to be challenge and dignity who indobatt must be conducted mission succesfully. It’s to be reliance from superordinate for Indobatt so as the WARIOR of BLUE LINE. Indobatt must be execute this reliance as good as possible with all action that have been taken.
